Plutia is the goddess of... something. Keiji's not sure what, yet. In the anime, she apparently impersonates Neptune, which would make her a second/fake goddess of Planeptune. Design-wise, she has a lot of similarities with Neptune; their colors and builds are very similar in both normal and HDD forms, and she carries a Neptune doll.
When in normal form, she's very calm, quiet and sleepy, much like Sig from the Puyo series. However, she has the biggest personality change of any of the characters when she transforms into Iris Heart, turning into an extreme sadist.
