Lolis are (almost always) underaged young girls with no boobies. The Loli is a quite broad character class, overlapping with many other smaller ones, such as magical girls, catgirls and tsundere. Therefore, these girls are not hot but a certain Kumizonian thinks otherwise.
It is rare, but possible, to have a loli who is not underage. These girls include Aisaka Taiga and Izumi Konata.
