Spell cards are a less carnage-causing way of violence used by the denizens of Gensokyo that know how to dakka it easy... actually, spell cards didn't exist yet (Though, bombs definitely did), until Reimu reached her mid-teens and got worried about getting herself killed from exterminating youkai that are really violent(ly careless). She did this, not her other ancestors, because she's a lazy bum who likes sipping tea all day long over training, only flying and getting dangerous when an incident happens.
There are rumors that other people other than those of Gensokyo also use spell cards, especially those that also know how to dakka. It's not really confirmed for now, though.
