In the Neptunia series, there are a hundred or so minor background characters known as Residents. They show up only via the Gamipic interface, accessible on the map screens to say an isolated few lines at various points through the story. Sometimes they talk about completely random subjects, but often their dialogue is relevant to the plot progression, giving an idea of what normal people that have nothing to do with the CPUs think of the goings-on. Many are references to other video games or companies involved in the video game industry.

It's worth noting that in Original, only Residents show up via Gamipic, while in Sisters and Victory, all the major characters appear via Gamipic too. The name Gamipic is not mentioned until the prologue of Victory (where Neptune sends This is a...what do you call it? A Gamipic text message.) but is then mentioned many more times throughout that game.

List

Eventually, there will be a complete list here, with pictures of everyone. Remember this list is only for Residents, so anyone who ever appears in an actual cutscene (or is Stella) won't be listed here.

Please keep this list in alphabetical order for obvious reasons. Still deciding whether Stella's Victory Scouts should be listed here or in a separate list.

Basilicom Staff (3)
Appears in Victory. Comes in various different color schemes depending on which Basilicom they work for. Although the Planeptune Basilicom Staff appears in actual cutscenes in Original, the Basilicom Staff in Victory never appear in actual cutscenes, so qualify as Residents instead.
Beep (3)
Has some epic red highlights in her otherwise green hair, and her (rather odd) name written on her cap... which somehow sits under her hair. Not sure what she does, though.
Cat (3)
A white cat that can stand on two legs and speak. Apparently wants to be a human.
Dangly (3)
Appears to be Deco's friend, as he/she states it's lonely without Deco or "1st-gen" Compa. Presumably, if Compa was around, she might have saved Deco's life.
Deco (3)
A person whose only purpose in Victory seems to be to die by an unknown cause. This death is later reported on by the Nepstation TV channel as well as mentioned by Dangly.
Deer Girl (3)
An adorable invader from the mountains. Complete with antlers.
Dengekiko (3)
Also known as Dengeki Lass in Sisters. I think this is another magazine reference. Need to check.
Erohei (3)
A guy with a helmet. Need to find out what's special about him.
Evil Kid (3)
A fat kid with a fat face and a fat backpack. Likes pirated software and hardware.
Famitsu-chan (3)
A lively blonde girl in a colorful dress. She is a reference to the real Famitsu magazine, and releases info about gaming every week.
Full Metal Chef (3)
A chef... no idea if a reference to anything with Full Metal in its name, though.
Game Critic (3)
A long black haired woman who states she needs to analyse things logically for the sake of the industry. Possibly a reference to the Gamergate scandal where a number of game reviewers were accused on basing their reviews on rubbish.
Glasses Girl (3)
A seifuku-clad girl with opaque spirally glasses. Not sure what she does, though.
Gramps Monster (3)
An elderly guy who stands on two legs but has some kind of lizard tail, wings and unicorn horn. Gives the player a Plan almost every time he appears.
Home Security (3)
A guy in a military suit complete with helmet and visor. Said helmet has NEET stamped on the forehead area.
Ikuwa (3)
Some macho guy, looks like either a boxer or wrestler etc. Not sure what's special about him.
Kamraman (3)
A very obsessed guy taking pictures. Carries a bag decorated with an image of Abnes, stuffed with rolled-up posters (probably also of Abnes). He's especially proud of himself after somehow managing to get a shot of the mind-broken Noire after her two hours of Sadie torture before they set off to Lowee Arc.
Kangaroo (3)
A Kangaroo with hair, colored, styled and decorated the same as Neptune's. Carries a baby with the same hair in the pouch.
Kakeru (3)
Need to find out what's special about him.
Keppy (3)
Sits behind a desk. Keppy knows!
Licker (3)
Uhh...
Lord Mao (3)
A guy with a red cape, a skull for a head and huge horns. Salutes.
Madame Pupa (3)
Has long, elaborately styled blonde hair, high heels and a dress... basically looks like a spoilt princess. No idea who she actually is, though.
Magical Girl (3)
Calls herself Magical Girl Nekoko, but didn't put that in her name field for some reason. Wears a pretty blue dress and carries a portable stereo.
Maryo (3)
Basically, Mario.
Misuo (3)
An orange-haired female(?) wearing boxing gloves.
Mobumbler (3)
An orange-haired guy with bandages on his head and right foot, using one crutch with his left hand/arm and a game console with his right. Constantly plays games while walking down the road, getting into accidents more often than not, hence his permanent battered state.
Mr. Akai (3)
May be a Pokemon reference. He wears a baseball cap backwards and carries a yellow sachel that looks an awful lot like a stylised Pikachu face.
Mr. Kawachi (3)
A game writer who always seems to be writing in his notebook.
Ms. Manual (3)
A woman who gives gameplay tips from time to time. Like telling you to do quests in Victory, and telling you to do quests in Victory (yes, she actually does tell you this twice in that game, for some reason...)
Nep FC Chairman (3)
A (presumably) male with blue hair who dresses in Neptune's Original outfit and holds a Planeptune banner. He's still looking for members to join the Nep Fan Club!
Nep FC Vice-Chairman (3)
A black-haired girl who also dresses in Neptune's Original outfit. She often complains about the President's (Chairman's?!) hygiene.
Nepugia (3)
Has her own section of Nepgear's page.
Player 2 (3)
Basically, Luigi.
Polytan (3)
Looks like some kind of cross between a teddy bear and a yellow Porygon. Is apparently associated with Dengekiko.
Saturn Shiro (3)
A Karate black belt.
Shake-ko (3)
A panda. Apparently is the Sisters version of Shakeko (without the hyphen).
Shakeko (3)
A pretty girl with panda ears, long pink/red hair and a monochrome dress. Apparently is the Victory version of Shake-ko (with a hyphen). Reminisces on how she used to be a panda.
Snake Hayter (3)
Someone inside a cardboard box with only an eyehole cut out. A reference to Metal Gear's Snake.
Slayer (3)
Some sort of female warrior with an epic yellow/blue color scheme. Wields a sword and shield and wears a horned helmet.
Ulf (3)
An adorable blue/purple-haired wolf or fox kemonomimi of some sort. Asks if you want to join her party, when really we want her joining OUR party!
