However, since the story is linear and entirely pre-scripted, she does not affect the story in any way, or even appear in any cutscenes.

Plutia is the goddess of... something. Keiji's not sure what, yet. In the anime, she apparently impersonates Neptune, which would make her a second/fake goddess of Planeptune. Design-wise, she has a lot of similarities with Neptune; their colors and builds are very similar in both normal and HDD forms, and she carries a Neptune doll.
