A cursor is a small image drawn on a computer screen, representing where the mouse is pointing along with state hints (such as turning into an hourglass when the computer is busy or an I-beam when you're hovering over a text box).
Not to be confused with a caret, which indicates the current location in a (usually text) field, and is usually set with the arrow keys on the keyboard.
A lot of people, especially teenage girls, seem to think that changing the cursor to some anime or video game character is the best thing since sliced bread, and thus force them onto their DeviantArt profiles as well, which can get VERY irritating...
Keiji gets infamously over-annoyed at cursors (and not just the aforementioned silly custom ones) sometimes, as the following quote demonstrates:
