A youkai is basically anything in Gensokyo that isn't human. Even the ghosts are youkai, and let's not forget the ex-human who became a youkai from levelling up her magic over 9000.
Youkai are known to cause trouble and eat humans. Or, at least, they were known to eat humans, until Reimu came along all high and mighty and was like "No more eating humans, and you can only use spell cards now."
