A bullet bill is a (typically high) council tax bill that gets sent in the form of an enormous bullet about half the height of an average plumber. These bullets are so ridiculously expensive that the billpayer has to cover the expense of the bullet too. If they don't pay within 0.000001 seconds the bullet will hit them and explode, causing them to shrink, which can be fatal to children or those who already got shrunk by one of these crazy buggers.
