Sugar Sugar Rune is a manga/anime by mangaka Moyoco Anno... who is famous for marrying the guy who owns Gainax.
Sugar Sugar Rune is about two moe witches who come to Earth to collect the hearts of humans in a race to become queen of the magical world. The high points of this story include ZOMGWTFBBQ VANILLA IS AN OGRE AND WANTS TO STEAL PIERRE FROM CHOCOLAT AND CHOCOLAT'S MOM IS ALIVE! Whoops, spoiler alert. There is also slightly implied incest with between Pierre and Chocolat, in case you were getting bored of the crazy witchy antics.
