An F.O.E. is a little white puffball appearing in some game that nobody cares about that somehow wormed its way into Touhou Project, earning themselves a dedicated song and animation from IOSYS and appearing in such fangame crossovers as Touhou Mother and Touhou Puzzle.
Seriously. F.O.E.s suck. Get tired of level grinding and proceed to the next floor, they're there to ruin your life forever. They're EVERYWHERE, by the way. Even in a boss battle, F.O.E.!.
