Flight is something we all yearn for. And if you want to disagree, then you're either lying, stupid or insane. What wouldn't anyone give to be able to fly?
Unlike in the real world, flight is very common in anime settings. There are several varieties of wings to choose from, including bat/vampire/devil wings, angel wings, various bird's wings, actual miniature aerofoils, and if you're lucky enough to reside in Gensokyo you might not even need wings at all! But they still look cool, hence why Flandre has those pretty Christmas decoration wings that certainly couldn't keep her in the air.
