Downloadable content, often abbreviated to DLC, is a way for game developers to put up with stupid corporate budget restrictions by cutting things out of a game and then, unlike Sonic 2 Beta, put them back in again later. Or, occasionally, a way for them to actually put new stuff in that wasn't thought up before and then cut. It's basically how Capcom repels its consumer base by including half a fighting game's content on a disc and then selling it back to you to make you pay double shelf price.
