Under construction is a term used to indicate some piece of content on the Internet is not yet finished. Back in the '90s, there were a large number of GIF animations containing this term, which were plastered all over incomplete sites. These days, people tend to use large but static images of some cute loli instead, and the phrase has mostly been replaced by "Coming Soon".
